Every lineage fact is tagged with its authority tier: OPERATOR-DECREED (L1/L2 — master register & operator statement), LINEAGE-LOCKED (L5 — operator-approved per-strain decree), or INFERRED (L4 — pedigree-engine analysis). T5 accessions are quarantined and not publicly indexed.
